I think a couple of issues are being confused.
If the link is *started* by the customer, and it gets dropped, we don't
do anything.
If the link is started by the PM and it goes down - if the location is
set to 'Continuous' we will wait one minute to allow all the tables to clear,
etc, then redial.
If we dial into the customer, they just need to have their modem answer and
have a PPP client that can accept dialin. Most do these days.
