Continuing sz problems

I've read some of the problems posted by others regarding problems with
sz. Our problem is slightly different and seems to be persistent.

We're running a nubmer of remote PM2ERs through a frame relay network
which are identically (we believe) configured. On all but one of them, we
can dial-in and establish a telnet session to a host and successfully use sz
to transfer files. On one, however, the transfers always fail with a
time-out. Since we are using RADIUS for all remote sites and the user
configuration is the same, there are no differences in how the users
accounts are configured. All modems are the same (USR Sportster V.34 with
4/18/95 rom), and all ports are 115200 DTE, 8/N/1.

For good measure, I had the COMOS upgraded this morning to 3.1.4
(although the others are all 3.1.3). It still doesn't work. Does anyone
have any idea as to what might be the problem?
