Dynamic IP assignment going outside it's range

I have broken a class C block into 8 30 IP blocks (netmask 255.255.255.224)
for use as dynamic IP pools on different portmasters. One portmaster is
repeatedly assigning a 31'st IP, i.e. 199...161 is the assigned address,
which should be the beginning of my address pool. The problem I am having
is that occasionally the address 199...192 is being assigned which would be
the network address of a different pool.
