routing from portmaster 2e question

I'm a little confused (OK A lot!) about how to setup a route to a class C
dialup account.

I have my portmaster so that A.B.C.XXX are static addresses that I dole
out to users. I have a user that has a class C (D.E.F.0) that he wants
to dialup for his own LAN. He currently gets assigned a static address
of A.B.C.200 from my portmaster.

Question:

1. Can I change his dialup IP address that he logs into with one from his own
class C? Or am I forced to continue with an address from the A.B.C
group for him to dial up with?

2. How do I advertise this route? I'm assuming that if I setup a static route
that looks like D.E.F.0 D.E.F.1 where D.E.F.1 is the guys machine that dials
up to my terminal server that the portmaster will RIP this route to the world.
