If *any* interface has 'listen' (including a dialup user) you can learn routes.

No, learned routes are not touchable by humans.

H - host route
N - network or subnet route
S - static route
L - route to a directly attached network or host
D - dynamic route
C - route which has recently changed
O - obsolete route, scheduled for deletion
