RADIUS defaults

If anyone is interested, I've got a slightly hacked version of the
users.c module for Livingston radiusd that handles defaults a little
differently. The key differences are:

1) The DEFAULT record does not have to go at the end. It can be followed
by user records, in which case it provides default values for the
user records below it.

2) You can have additional DEFAULT records to allow a user to log on in
multiple ways. For example, you can have a "DEFAULT.slip" record to
define what to do when "joe" logs on as "joe.slip".
