problem with Win95 user unable to negotiate tcp/ip

I've got a Win95 user who "all of a sudden" can't connect to us any more.
Win95 dialup networking reports to him that it is unable to agree on a set
of protocols. He claims he can dial into MSN and another ISP succesfully.
Any ideas?

All I see in the logs when he connects is something like this:
