DTR on host connected device

I've got a situation I'd like to throw out for ideas.

I've got a portmaster with serveral modems being used for UUCP
connections. These modems then appear as host devies on the Solaris
machine doing our news, email and uucp traffic.

When the Solaris machine is down, the modems on the portmaster still
answer and the caller has to go thru a timeout before dropping the
call. While it isn't a problem, the caller maybe calling long distance
and multiple call/answer/timeout will add up on his phone bill.

Is it possible to configure the portmaster/in.pmd/whatever to
NOT bring DTR up on the modem until the Solaris host has established
an in.pmd connection?
